The best bathrooms cost money to use, but you can get a decent one for free.

Coney Island Museum (1208 Surf Ave.) - $1 entrance fee, good quality
Dunkin Donuts (Subway Station) - Free (dirty looks), avg quality
Nathans (1310 Surf Ave.) - Free, open late, avg quality
Parks Department (Along the Boardwalk) - Free, open daytimes, avg quality
Cha-Chas or Ruby's (Bars on Boardwalk) - Free, while you're drinking

Beach
Open from Memorial Day, May 31st 2010 until Labor Day, September 6th 2010
During beach season, lifeguards are on duty daily, from 10 a.m. to 6 p.m.
Swimming is prohibited when lifeguards are not on duty
